The Victorian Equal Opportunity and Human Rights Commission welcomes the opportunity to make a submission to Ombudsman Victoria's investigation into the rehabilitation and reintegration of prisoners in Victoria.
This submission is prepared by the Commission having regard in particular to the obligations on organisations under the Equal Opportunity Act 2010 (Vic.) (particularly relating to discrimination on the basis of disability and race) and under the Charter of Human Rights and Responsibilities Act 2006 (Vic).
This submission is in two parts. The first addresses issues raised in Chapter 3 of Ombudsman Victoria's discussion paper, with particular focus upon prisoners with disabilities. The second section considers the specific needs of Aboriginal female prisoners as highlighted in Chapter 4 of the discussion paper. This section make specific reference to our research into the experiences of Aboriginal women in the justice system, published in our 2013 report Unfinished Business, and information subsequently obtained by the Commission.
